Every urban system is composed of a supply side (e.g., power, water treatment, transportation infrastructure) and a demand side for services from that system (e.g., lighting, drinkingwater, mobility). The challenge and opportunity lie in creatingand maintaining a balance between supply and demand. Cities becomes “smart” by smoothing the demand and stabilizing the supply, which ultimately scales and optimizes an urban system’s capacity to provide the level and quality of services people, business, governments, and communities want and need.
